The route between Senegal, Mauritania and Morocco and the Spanish Canary Islands was once the busiest irregular entry point for the whole of Europe, peaking at 32 000 migrants arriving on the islands in 2006.
But the numbers dropped by 60 per cent in 2007 following bilateral agreements between Spain and Senegal and Mauritania, including repatriation agreements. Strengthened border controls, including the installation of the SIVE maritime surveillance system, also helped, along with the Frontex-coordinated Operation Hera.
Migrants on this route were mostly from Morocco and Senegal, with others from Niger, Nigeria and Mali. They generally travelled in long wooden fishing boats, known as cayucos; migrants from Morocco use smaller fishing boats called pateras.
The numbers continued to drop from 2007, until by 2012 there were just 170 arrivals in the Canaries. The figure remained stable for the next two years, although it rose to 874 in 2015.
The Moroccan smuggler operation is not well developed. British police have said they believe they have evidence linking Britain’ last unmarried prime minister to alleged victims of pedophilia.
Sir Edward Heath, a Conservative, led the UK between 1970 and 1974. He died aged 89 in 2005.
Since 2015 Wiltshire Police has been investigating claims linking him to sexual abuse. This weekend in an interview with the Mail on Sunday, Wiltshire’s chief constable, Mike Veale, said he believed the allegations against Heath (pictured with Richard Nixon) were “120 per cent genuine”.
A report by Wiltshire Police, scheduled for publication later this year, will apparently highlight photographs of Heath driving a car as key evidence against him. The photograph conflicts with Heath’s supporters’ claims that Heath was driven everywhere by police protection officers and never took the wheel himself.
More than 30 alleged victims have apparently contacted Wiltshire Police with claims of abuse involving Heath said to have been carried out between the 1960s and 1990s. A source close to the investigation said that “strikingly similar” allegations made against Heath include the names used for the former politician, the type of abuse and the locations.
Officers have obtained copies of photographs showing Heath behind the wheel of a Rover 2000 car which he bought in the mid-1970s after leaving office. They were reported to have been doubtful about the allegations at first but apparently “now believe them”.
One alleged victim claims he was abused by Heath after being picked up while hitch-hiking.
The investigation into Heath involves a team of seven officers and eleven police staff. It has so far cost £700,000 ($875,000).
In a statement released last night Chief Constable Mike Veale said: “It is not the role of the police to judge the guilt or innocence of people in our criminal justice system. Our role is to objectively and proportionately go where the evidence takes us.”
The investigation is also considering claims that the abuse allegations against Heath were reported to the police years ago but covered up by the British Establishment.
The allegations against Heath have been dismissed by a former aide to another ex-prime minister, Harold Wilson, who urged the police to end their “witch-hunt”. Joe Haines, who was press secretary to Wilson from 1969 to 1976, said he was better placed than most to know if Heath was a “sexual deviant”.

Following the high-profile case of Anthony Weiner, the U.S. Attorneys' Offices have successfully prosecuted another case under the Project Safe Childhood initiative.
A former Secret Service officer has been sentenced to 20 years in prison, followed by a lifetime of supervised release, for conducting sexual conversations with a minor and attempting the exchange of explicit images.
Lee Robert Moore, 38, of Church Hill, Md., pleaded guilty March 1, 2017, after Delaware State Police with the Delaware Child Predator Task Force had sexual chats online with Moore, at times when he was a work, and were requested to send him explicit photos while posing as a 14-year-old girl.
As part of the investigation, law enforcement found Moore maintained social media profiles for similar behavior, including the sending of sexual images, with a 14-year-old girl in Texas and another 17-year-old girl in Missouri.
Moore was assigned to the White House by the Secret Service at the time of his 2015 arrest, and was terminated from his position as he was held in custody since that time.
Project Safe Childhood was launched in May 2006 by the Department of Justice to use federal, state and local resources to better locate, apprehend and prosecute individuals exploiting children via the Internet, as well as identify and rescue victims.

A former student at the elite Horace Mann School in The Bronx says his pedophile English teacher bragged about driving 12 kids to suicide — and vowed to make him the 13th.
“You will join a long list of willful children who lashed out and then couldn’t make it on their own,” Robert Berman told one of his teen victims, Stephen Fife, according to Fife’s upcoming memoir, “The 13th Boy: A Memoir of Education and Abuse.”
“Suddenly, Mr. Berman was rattling off a long list of 12 names with sardonic glee,” writes Fife, now 61.
The names, Fife says, were Berman’s alleged victims who killed themselves.
“You will be the 13th boy, and you will have only yourself to blame,” Berman allegedly warned Fife.
Berman, accused of pedophilia before, has denied having sex with pupils. Attempts by The Post to reach him have been unsuccessful.
He now lives in a gated mansion upstate with one of his male former students.
In the book, Fife says Berman gained a hold over him and others amid what has been called a decades-long stretch of rampant sex abuse on campus involving scores of teachers and students.
Fife, whose mom, Barbara, was a deputy mayor to David Dinkins, said he initially admired Berman, who called him “the next Dickens.”
But Berman sexually abused him about a half-dozen times, Fife writes in his book, of which The Post got an advance copy. It hits stores Sept. 22.
Fife tells of one instance in Berman’s apartment on West 111th Street in 1970.
“He was on top of me on the sofa, holding my arms down, pressing his lips against mine,” he writes.
“I managed to throw him off and run for the door.”
Fife said he finally confronted Berman after graduation, saying, “You’re a terrible, destructive person.”
Berman replied with his suicide boast, Fife writes.
He says that he tried to report Berman to an administrator in April 1970, but that the official didn’t believe his sordid tale.
Fife is one of the 36 alums who reached monetary settlements with the school in 2013 over abuse allegations.

Although not a major point of entry for irregular migrants, the open sea route to southern Italy remains a source of particular concern to border authorities.
Irregular migrants picked up in Apulia tend to be travellers who previously entered the EU via Greece. Increasing numbers of migrants, usually from Asia, claim to have been living in Greece for months or years before deciding to leave for other EU Member States.
Those detected in Calabria usually come from Turkey or Egypt. Most are Syrians, although there have also been significant numbers of Pakistanis and Afghans, as well as Egyptians.
The peak year for this route was 2011 with 5259 detections of illegal border crossings, the year of the Arab Spring. The decline in numbers since then is attributed to a growing preference for the overland route through the Western Balkans.
The smuggling techniques used on this open sea passage are quite different from the flimsy dinghies typically seen in the calmer waters of the eastern Aegean. Smugglers attempting entry in Apulia often use ocean-going pleasure yachts. Migrants are hidden below the deck, often in dangerously crowded conditions with insufficient ventilation. In some cases, the boats are modified with additional wooden bunking in order to maximize capacity. Only a small crew is visible to coastguard patrols, sometimes accompanied by women to allay suspicion.
Smuggling networks from Egypt, on the other hand, used to use small fishing boats – but had switched to larger ‘mother ships’ instead, with strings of fishing boats towed behind. On departure from Egypt the migrants were stowed in the mother ship, which then stopped en route to collect further passengers. Once close to the Italian shore, the migrants were transferred to the fishing boats while the mother ship returns to port – a technique that naturally allowed smugglers to evade arrest.
You probably have to look at imagery of death and dying regularly to stay focused on what really counts in life: great sex before you are gone anyway.

If premature ejaculation (PE) is haunting your sex life, you may be searching for any solution science can offer — but are you ready to inject Botox down there? Bottom line: It's probably not safe.
Yes, studies are showing that injecting Botox — the same stuff people use for their wrinkles and frown lines — may help with PE. “Studies have found that injecting Botox in the bulbospongiosus muscle of the penis can help delay ejaculation. The bulbospongiosus muscle is a superficial muscle which normally helps with erections, organism, and ejaculation,” says plastic surgeon Dr. David Shafer.
The mechanism of Botox is to temporarily relax muscles by disrupting the signaling between nerves and muscles where it is injected. When you use Botox on your forehead or the area around your eyes, it works to reduce surface wrinkles caused by contractions of underlying muscles. “The use of Botox for the treatment of PE would work by the same mechanism of relaxing contractions of the muscle and thus delay ejaculation,” says Dr. Shafer.
“Botox is frequently used in urology for injection into the bladder. This treats a variety of problems with bladder control, urinary frequency, and urinary incontinence," says Jonathan L. Masel, M.D., F.A.C.S., a Board Certified Urologist at the Masel Urology Center in Hollywood, Florida. (This treatment is most commonly used for older patients and those with neurological issues.)
“Premature Ejaculation is a specific sexual problem defined as reaching ejaculation quickly after vaginal penetration, usually in less than one to three minutes," says Dr. Masel. PE could stem from a variety of causes (its origins aren't completely understood) and variety of accepted treatments currently include medications, behavioral therapy, and sex counseling.
Dr. Masel cautions that as of yet, Botox is not an accepted treatment for PE at this time. “There are two published studies investigating the use of Botox to possibly treat PE by injecting it into rats and assessing their ejaculatory function. Botox does appear to prolong the time to ejaculation in rats,” says Dr. Masel.
Of course these rats were not complaining of PE, says Dr. Masel, so this isn’t the same quite yet as using the injection to treat humans. “There is one research study ongoing to accrue human subjects to investigate the use of Botox to impact ejaculatory function. There is no established treatment technique or dosage for using Botox to treat PE in humans in 2016,” says Dr. Masel who is of the opinion it would be unwise for a man to have a Botox injection to treat PE outside of a research study at this point in time. “Men should also be careful that advertised centers offering Botox injections for PE may actually be injecting something other than real Botox,” says Dr. Masel.
This isn’t the first time that Botox has been used for sexual, rather than aesthetic, reasons. Women who have issues with painful sex have been known to inject Botox into the walls of their vagina.
Still, this likely won't be a legit treatment for PE anytime soon as it's not yet an authorized on-label use for Botox. Besides, would you really want a needle stuck into your groin?

The great moral philosopher Jeremy Bentham, founder of utilitarianism, famously said,'The question is not, "Can they reason?" nor, "Can they talk?" but rather, "Can they suffer?" Most people get the point, but they treat human pain as especially worrying because they vaguely think it sort of obvious that a species' ability to suffer must be positively correlated with its intellectual capacity. Plants cannot think, and you'd have to be pretty eccentric to believe they can suffer. Plausibly the same might be true of earthworms. But what about cows?
What about dogs? I find it almost impossible to believe that René Descartes, not known as a monster, carried his philosophical belief that only humans have minds to such a confident extreme that he would blithely spreadeagle a live mammal on a board and dissect it. You'd think that, in spite of his philosophical reasoning, he might have given the animal the benefit of the doubt. But he stood in a long tradition of vivisectionists including Galen and Vesalius, and he was followed by William Harvey and many others (See from which this picture is taken).
How could they bear to do it: tie a struggling, screaming mammal down with ropes and dissect its living heart, for example? Presumably they believed what came to be articulated by Descartes: that non-human animals have no soul and feel no pain.
Most of us nowadays believe that dogs and other non-human mammals can feel pain, and no reputable scientist today would follow Descartes' and Harvey's horrific example and dissect a living mammal without anaesthetic. British law, among others, would severely punish them if they did (although invertebrates are not so well protected, not even large-brained octopuses). Nevertheless, most of us seem to assume, without question, that the capacity to feel pain is positively correlated with mental dexterity - with the ability to reason, think, reflect and so on. My purpose here is to question that assumption. I see no reason at all why there should be a positive correlation. Pain feels primal, like the ability to see colour or hear sounds. It feels like the sort of sensation you don't need intellect to experience. Feelings carry no weight in science but, at the very least, shouldn't we give the animals the benefit of the doubt?
Without going into the interesting literature on Animal Suffering (see, for instance, Marian Stamp Dawkins's excellent book of that title, and her forthcoming Rethinking Animals), I can see a Darwinian reason why there might even be be a negative correlation between intellect and susceptibility to pain. I approach this by asking what, in the Darwinian sense, pain is for. It is a warning not to repeat actions that tend to cause bodily harm. Don't stub your toe again, don't tease a snake or sit on a hornet, don't pick up embers however prettily they glow, be careful not to bite your tongue. Plants have no nervous system capable of learning not to repeat damaging actions, which is why we cut live lettuces without compunction.
It is an interesting question, incidentally, why pain has to be so damned painful. Why not equip the brain with the equivalent of a little red flag, painlessly raised to warn, "Don't do that again"? In The Greatest Show on Earth.
I suggested that the brain might be torn between conflicting urges and tempted to 'rebel', perhaps hedonistically, against pursuing the best interests of the individual's genetic fitness, in which case it might need to be whipped agonizingly into line. I'll let that pass and return to my primary question for today: would you expect a positive or a negative correlation between mental ability and ability to feel pain? Most people unthinkingly assume a positive correlation, but why?
Isn't it plausible that a clever species such as our own might need less pain, precisely because we are capable of intelligently working out what is good for us, and what damaging events we should avoid? Isn't it plausible that an unintelligent species might need a massive wallop of pain, to drive home a lesson that we can learn with less powerful inducement?
At very least, I conclude that we have no general reason to think that non-human animals feel pain less acutely than we do, and we should in any case give them the benefit of the doubt. Practices such as branding cattle, castration without anaesthetic, and bullfighting should be treated as morally equivalent to doing the same thing to human beings.
The destruction of the Western World will not be achieved by suicide bombers but by arsonists. Suicide bombers are a waste of human resources because the dedication of just one suicide bomber could set hundreds of square kilometers of forests on fire. And the personal risk? A comfortable prison sentence of just a few years.
